The construction of any structure in the Hashmire region shall only be performed by a licensed builder.
Prior to the construction of any structure, a building permit must be obtained by the Hashmire Bureau of Building (HBB). The permit must be applied for no less than 7 business days prior to the beginning of planned construction. Some exceptions may apply. The builder must post the building permit in an easily-visible location on the site of construction using an item frame. Permits may not be placed in chests, but may be placed on trees for residential projects alongside a copy of the builder's license. On commercial projects, the permit must be displayed on a job board alongside a copy of the builder's license and other pertinent permits (wastewater treatment, mining permit, etc).
Construction of a building/structure is defined as any one block placed which is not naturally occurring in the immediate area.
Permits can be obtained by filing a Building Permit Application at the HBB page online or in-person/game at the Department of Records. There is an administrative fee of $10 to file an application. A copy of the property deed including zoning information is required to file an application and must show the builder's ownership of the property. Alternatively, a copy of a signed contract between the owner and the builder must be provided.
Any property with the primary purpose of full time occupancy must be zoned as residential.
Any property that functions in the operation of any business must be zoned as commercial.
Home businesses and those working remotely from home are exempt unless 1) customers or clients can visit the premises on the basis of commerce, 2) equipment is stored at the location outside of the residential building, 3) any full-time employees spend more than 40 hours per year working at this location. In any of these three cases, a residential property must also be dually-zoned as residential-commercial.
Any property owned and operated by the government shall be zoned as government. This includes but is not limited to conservation land, national forests and parks, and government facilities.
Properties must be surveyed by a board certified surveyor prior to the conveying of any deed or approval of any building permit.
Surveys shall locate coordinates for every corner of the property and the surveyor shall place markers to easily identify the property. Survey information shall be listed on the property deed.
Hasmire retains the right to establish an easement on any property or to obtain private property through eminent domain for public use, granted the owner is adequately compensated.
Elevation is based on the Y axis (XYZ) and is measured in blocks.
Mines.
Quarries classify as mines and fall under the mine regulations.
Foundation - All structures shall have an adequate foundation to create separation between organic matter (grass, dirt) and
Footprint - The footprint of a building shall not exceed the approved dimensions on the approved building permit.
Height - The height of a structure is dependent upon zoning requirements.
Structures in excess of 25 blocks tall must file a specialty permit.
Structures in excess of 50 blocks tall must obtain a permit through the High Rise permitting process, which requires lighting visible to aircraft. The warning light shall be no more than 10 blocks higher than the structure.
Windows - Residential windows shall be no less than 1 block wide and 2 blocks high, with the exception of a 1x1 window in a bathroom.
Roof - The pitch of a roof can be flat if appropriate roofing material and drainage is supplied. The pitch of a roof can be 1:1 to 1:3 (high:deep). Pitched roofs must have an overhang to prevent water damage of the fascia.
Foundations
Residential foundations may be stone, smooth stone, cobblestone, or gray/light gray concrete.
Commercial foundations shall be industrial strength concrete only. Gray and light gray concrete are the industry standard, though color variations may be accepted on a per-project basis.
Flooring - Various combinations are accepted, including tile, concrete, wood plank, and carpet.
Walls - Various combinations are accepted, including colored concrete, colored terracotta, all variants of bricks, quartz, and planks. Special requests are considered on a per-project basis.
Ceilings - Residential ceilings may be concrete (white is standard), or white wool blocks for drop ceilings.
Roof - For pitched roofs, shingles are required by law. Since 1957, wood stairs are no longer permitted.
Water
If public water utilities are available at the property, it may be provided to the property owner.
Private wells are permitted when no public water utilities are available.
Subsurface Sewage Disposal Systems
If public sewer utilities are available at the property, it may be provided to the property owner.
Sewer lines shall be buried at least 2 blocks deep.
SSD tanks shall be buried at least 1 block deep.
Field lines shall be buried at least 2 blocks deep and be covered with gravel.
Electrical standards.
All distribution poles must be a minimum of 10 blocks in height, including the pole top and crossarm.
There shall be no more than 30 blocks between distribution poles.
There can be no structure, tree, or conductive object within 3 blocks of a distribution wire.
Distribution wires shall never cross over a building.
Gas lines shall be buried at least 2 blocks deep. Nobody cares about gas.
Roadways - Defined as any thoroughfare which
Each lane of travel shall be no less than 4 blocks wide, not including the line blocks.
Highways - Defined as high-speed, long distance thoroughfares spanning multiple towns, counties, and states.
The minimum speed limit of any highway is 45mph and the maximum speed limit is 75mph.
Each lane of travel shall be no less than 4 blocks wide, not including the line blocks.
A yellow line shall always be present on the left side of each direction of travel.
A white line shall always be present on the right side of each direction of travel.
A dotted white line shall separate a multi-lane direction of travel.
Highways shall include a breakdown lane, 4 blocks in width, on the right side of the white line in the direction of travel. Bridges are not required to include a breakdown lane.
Highways through state parks and national parks may be exempt from some of these standards.
Bridges shall be comprised of light gray industrial strength concrete only. The concrete shall support the asphalt, sides of the road.
Specialty highways featuring switchbacks and steep grades must include emergency runaway truck ramps.
Highways shall be comprised of gray asphalt blocks, and gray asphalt half blocks at changes in elevation, and their corresponding paint lines.
Highways shall not feature any turn lanes, arrows, or extra markings, except for limited on-ramps and off-ramps.
Parking Lots
Each parking spot shall be no less than 4 blocks wide, not including the line blocks, and 6 blocks long.
Tracks shall only be supported by a gravel, concrete, or metal bedding.
Warning signals shall be placed at all intersections of automobile road and railroad, and must face both directions of travel to provide adequate warning.
No railroad shall ever create a crossing at an interstate highway.
Runways shall each be a minimum of 100 blocks in length and X blocks in width, and have one taxiway exit at each end and one in the middle.
International airports must have a minimum of 2 runways.
